I would like to apologise if you have been visiting this blog from the Pantip 's kruthuu.

I am kind of a lousy host with a lousy blog. If you kept looking the blog, you might notice this is the third time I have posted the 'follow up' from Pantip. The system ate my messages everytime. Sorry for this :(

I will try to organise the information/data based on the information provided here. This might be helpful for future reference and being in touch.

ผมรู้แต่ว่า ผมเป็นคนเคารพ กฎเกณฑ์ และเป็นคนชอบแก้ไขปัญหา ตามกฎเกณฑ์ ไม่ชอบออกไปตะโกนปาวๆ ...แต่สิ่งที่ผมเกลียดอีกอย่างหนึ่ง คือ คนที่อยู่ในอำนาจ แสวงหาผลประโยชน์ โดยทำให้ผู้อื่น (ส่วนใหญ่) เดือดร้อน แล้วยัง มาสร้างภาพ แผ่อิทธิพล ให้ตนเองดูดี และถูกต้อง...สิ่งที่เกลียดยิ่งขึ้นไปอีก คือ คนที่เปลี่ยนกณเกณฑ์ เพียงเพราะ อคติ หรือ เจตคติอันไม่ชอบธรรมส่วนตัว...เกลียด คนที่ทำให้ ระบบที่ถูกออกแบบไว้อย่าง (ที่คิดว่า) เหมาะสม ไม่สามารถทำงานของมันได้...

ใช่... ถ้าเกิดปัญหา ผมต้องการแก้ที่ระบบ ต้องการแก้ที่กลไกที่ถูกออกแบบมา...แต่ถ้ามีใครมา corrupt ระบบที่ถูกออกแบบมา โดยเคารพคนส่วนใหญ่...คนๆนั้น ก็ควรที่ได้รับผล จาก "ความพอใจ และความเห็นชอบ" ของคนส่วนใหญ่ แม้ว่า "กระบวนการ" ดังกล่าว จะไม่ทำตามระบบ กฎเกณฑ์ก็ตาม... ก็มีคนบางคน ไปทำให้ระบบ กฎเกณฑ์ มันใช้ไม่ได้ผลแล้วนี่หน่า

แต่อย่างไรก็ตาม...เมื่อเราสามารถ นำปัญหา ที่ทำให้ระบบไม่สามารถทำงานได้อย่างเหมาะสมออกไปได้แล้ว...เราจะต้องกลับมามองว่า เราควรที่จะ พัฒนา แก้ไข ปรับปรุง "กลไก ระบบ กฎเกณฑ์" อย่างไร...เพื่อที่ว่า เราจะได้มี กลไก และ ระบบ ที่ดีกว่า...จนกว่า จะถึงกาลที่เราจะต้องเปลี่ยนแปลงมันอีกครั้ง ภายใต้การเคารพซึ่งกันและกัน

The Empire Strikes Back..เศรษฐศาสตร์กระแสหลัก บ้างสิ

น่าแปลกใจที่ว่า นักเรียนเศรษฐศาสตร์ในประเทศไทย หลายๆคนเริ่มต้นด้วยการเรียนแนวคิดแบบ "กระแสหลัก" แต่สุดท้าย ด้วยความวิริยะส่วนตัว ประกอบกับความช่างคิด และ (กระแส) สังคมทางด้านการเมือง ทำให้มองเหตุการณ์ต่างๆ แล้วบอกว่า เศรษฐศาสตร์ "กระแสหลัก" อธิบายปรากฎการณ์เหล่านั้นไม่ได้ แต่พอถามอาจารย์ที่สอน ("กระแสหลัก") พวกเค้าอยู่ หลายท่านบอกว่า เหตุการณ์เหล่านี้ อธิบายได้ด้วย "กระแสหลัก" ทั้งนั้น.....ทำไม?

เป็นเพราะความรู้ "กระแสหลัก" ไม่เพียงพอที่จะอธิบายปรากฎการณ์ดังกล่าว?

เป็นเพราะนักเรียนเหล่านั้นความไม่เข้าใจในเนื้อหาที่สอน ?

เป็นเพราะความไม่รู้อย่างลึกซึ้งในวิชาที่สอน เพราะหลักสูตรไม่เอื้ออำนวยให้เข้าใจอย่างลึกซึ้ง?

ผมไม่คิดว่า เหตุการณ์ในสังคมศาสตร์ใดๆ จะไม่สามารถถูกอธิบายได้ด้วยเศรษฐศาสตร์กระแสหลักเลย!!

วิธีการอธิบาย และการวิเคราะห์ของเศรษฐศาสตร์กระแสหลัก สามารถแบ่งได้ออกเป็นสองแนวทางที่สำคัญ คือ แนวคิด General Equilibrium และแนวคิด Game Theory ซึ่งสิ่งแรกเป็นแนวคิดแบบมองจาก "ห่างๆ" โดยมีพื้นฐานมาจากการวิเคราะห์ส่วนย่อยที่สุด ในบทบาทที่แตกต่างๆกัน และสิ่งหลังเป็นแนวคิดมองจาก "ในสถานการณ์" ซึ่งมีพื้นฐานจากการวิเคราะห์ส่วนที่ย่อยที่สุดก่อนเช่นกัน ซึ่งแนวคิดทั้งสอง เน้นการวิเคราะห์สภาวการณ์ "ดุลยภาพ" เช่นเดียวกัน

การวิเคราะห์สภาวะ ดุลยภาพ (รวมทั้ง การนำไปสู่ดุลยภาพ, การดำรงอยู่ ความเสถียรของดุลภาพ และความหลากหลายของภาวะดุลยภาพ) เป็นแนวคิดที่สำคัญ เนื่องจากการศึกษาด้วยแนวทางนี้ เป็นการศึกษารายละเอียดของแต่ละส่วนของ "ระบบ" และการมีปฏิสัมพันธ์ในรูปแบบต่างๆของ แต่ละส่วน ซึ่งปฏิสัมพันธืนี้จะเกิดขึ้น....ภาวะดุลยภาพ คือ ภาวะที่แต่ละส่วนของระบบอยู่ในสภาพ "นิ่ง" กล่าวคือ แต่ละส่วนของระบบจะไม่มีแนวโน้มที่จะเปลี่ยนแปลง ถ้าส่วนอื่นๆไม่เปลี่ยนแปลงเช่นเดียวกัน

แล้วการศึกษาแบบนี้ สำคัญอย่างไร?

การศึกษาแนวทางนี้ ทำให้เราเข้าใจ ความเป็นอยู่ และการกระทำของ ส่วนย่อยแต่ละส่วน รวมทั้ง "อย่างไร" ที่จะทำให้แต่ละส่วนที่มีปฏิสัมพันธ์กัน อยู่ในสภาพนิ่ง และไม่มีการเปลี่ยนแปลงอย่างยุ่งเหยิง และถ้าจะมีการเปลี่ยนแปลง ผู้วิเคราะห์จะสามารถเข้าใจได้ว่า การเปลี่ยนแปลงดังกล่าวเกิดขึ้นได้อย่างไร จากส่วนใด และจะเกิดขึ้นไปในทิศทางใด ตามแนวคิด "ดุลยภาพ" ที่ใช้ในการวิเคราะห์ดังกล่าว

นี่คือ แนวคิด และการวิเคราะห์ของเศรษฐศาสตร์ "กระแสหลัก"

จากประสบการณ์ส่วนตัว ผมมีความ "ทึ่ง" กับแนวคิด และวิธีการศึกษาแบบนี้ ซึ่งสามารถได้ถึง การรวมกันของสังคมชนบท, ความเชื่อใจกัน, การแบ่งสรรทรัพยากร ในสังคม แม้ว่าจะมีการโกหก หลอกลวงเกี่ยวกับข้อมูลของตนเอง และอื่นๆอีกมากมาย....

คงเป็นเรื่องน่าเศร้า..ถ้าผู้ต้องการศึกษา สรุปว่า "กระแสหลัก" ใช้งานไม่ได้ โดยที่ไม่ได้ศึกษาสิ่งนี้อย่างรอบด้าน และลึกซึ้งเพียงพอ

บางส่วนจาก Keynes (1936) The General Theory of Employment, Interest and Money ได้แสดงแนวคิดอย่างแสบๆคันๆ ตามสไตล์ชาว Bloomsbury ว่า

...the ideas of economists and political philosophers, both when they are right and whey they are wrong, are more powerful than is commonly understood. Indeed the world is ruled by little else. Practical men, who believe themselves to be quite exempt from any intellectual influences, are usually the slaves of some defunct economist. Madmen in authority, who hear voices in the air, are distilling their wisdom from some academic scribbler of a few years back...soon or late, it is ideas, not vested interests, which are dangerous for good or evil.

มาจะกล่าวบทไป...

จากที่เคยสัญญาเรื่องจะทำการวิเคราะห์ของ ระบบสาธารณสุขของประเทศกำลังพัฒนา ที่มุ่งเน้นเรื่องการจัดสรรการทำงานของ "หมอ" ระหว่างภาครัฐ และภาคเอกชน...เสร็จแล้วครับ...เสร็จเป็น "กล่อง" หนึ่งใบ

กล่องนี้ ถูกสร้างมาจากฝา 4 ด้าน โดยอาศัยความเชื่อ ที่ว่า หมอ สามารถตัดสินใจที่จะทำงานได้ในทั้งภาคเอกชน และภาครัฐ อีกทั้ง การตัดสินใจในการทำงาน ยังเป็นลักษณะ "ตามใจตัวเอง" ใครจะใจดี ใจร้าย หรือ ขยันมาก ขยันน้อย ก็ขึ้นอยู่กับการตัดสินใจของหมอคนนั้น โดยไม่มีใครไปจ้ำจี้จำไช หรือไปบังคับให้เป็นไปตามที่ต้องการได้อย่างเต็มที่ (ปัญหานี้เค้าเรียกว่า multitasking moral hazard ครับ)

เรื่องของเรื่องก็คือ มีคนใจดีต้องการให้หมอทำงานมากๆ ทั้งในภาครัฐ และเอกชน จะได้ใช้ความรู้ที่มีอยู่ได้อย่างคุ้มค่าที่สุด ให้เงินทุนค่าเล่าเรียนที่เอามาจากภาษีของชาวบ้าน (เป็นล้านๆบาท) ถูกใช้อย่างคุ้มค่าที่สุด แต่ คนใจดีคนนี้ ดันไปบังคับ ควบคุมการทำงาน และการตัดสินใจของหมอได้อย่างที่เค้าต้องการจริงๆ เค้าก็เลยต้อง "ยื่น" เงินเดือนของหมอในรูปแบบต่างๆ ว่า ทำงานทั้งสองที่ได้เท่านี้ ทำงานแค่ภาครัฐได้เท่านั้น ทำงานให้เอกชนอย่างเดียวได้เท่านู้น แล้วก็ไม่ทำทั้งสองภาคเลย (หมอออกไปเล่นหุ้นแทน) จะได้เท่าไหร่...เป็นรูปแบบเงินเดือน (contract) ที่คิดว่าจะดีที่สุดเท่าที่ทำได้โดยคิดว่า จะต้องการสร้างแรงจูงใจให้กับหมอในการทำงานโดย "เคารพ" การตัดสินใจของหมอด้วย

เมื่อรูปแบบเงินเดือนที่เหมาะสมถูกเสนอมาแล้ว หมอแต่ละคนก็เลือกอย่างที่ตัวเองต้องการ... รูปแบบการทำงานของหมอจะออกมาเป็น "กล่อง" ที่บอกว่า ปัจจัยที่สำคัญในการตัดสินใจของหมอมีอะไรบ้าง และ "คนใจดีคนนั้น" ถ้าจะปรับเปลี่ยนรูปแบบการทำงานโดยรวมของ หมอ จะต้องปรับยังไง ถึงจะเป็นไปได้อย่างใจ...ใจของชาวบ้านตาดำๆ

"กล่อง" เป็นเครื่องมือ ที่ถูกสร้างขึ้นมาจากแนวคิดบางอย่าง... กล่องจะมีประโยชน์ก็ต่อเมื่อมีคนเอาไปใช้อย่างถูกวิธี

ใครสนใจอยากได้ "กล่อง" ใบนี้ บอกนะครับ เดี๋ยวจะ email ไปให้ ถ้ามีโอกาส จะไปอธิบายว่า กล่องใช้ยังไง

คงจะดีไม่น้อยที่ "เขา" คนที่มีอำนาจสามารถใช้กล่องเพื่อเปลี่ยนแปลงให้การจัดสรรทรัพยากรทางการแพทย์นี้ ใช้อย่างถูกต้อง และทำให้เกิดผลดีต่อ เราๆ ท่านๆ (แต่ไม่รู้ว่าเขานั้น เป็นใครกันแน่ อยู่ไหน และสนใจไหมอ่ะดิ...เฮ้อ)

ขออภัยที่หายหน้าหายตาไปนาน...กลับมาแล้วครับ
หลังจากพักหายใจหายคอช่วงใหญ่ๆ..ตอนนี้ก็ต้องกลับมาเดินเครื่องทำงานอีกเช่นเคย กลับมาสอนหนังสือ และทำงานวิจัย (part-time) แล้วก็อ่านหนังสือที่อยากอ่าน ใช้ชีวิตอยู่กับครอบครัวอีกครั้ง (หลังจากที่ห่างหายไปนาน..เพิ่งเข้าใจ และรู้สึกว่า คนเราต้องการครอบครัว และคนที่เรารักมากแค่ไหนก็ตอนที่เราไม่มีเค้าอยู่ใกล้ๆนั่นแหละ)...มีความสุขดีครับ

เอาเป็นว่า เอาไว้ว่างๆ จะเล่าเรื่อง "เบาๆ" ให้ฟังละกันนะครับ ช่วงนี้มีเรื่องอยู่ในหัวเพียบ แต่ไม่มีเวลา และอารมณ์เขียน

แต่ตอนนี้ ขออนุญาต ชวน คนที่ยังอยากเรียนหนังสือ ในด้าน เศรษฐศาสตร์อุตสาหกรรม สมัยใหม่ (ที่เป็นเชิงทฤษฎี) ไปเรียน และไปคุยกันนะครับ ถ้าสนใจ email มา แล้วผมจะส่ง syllabus/outline พร้อมทั้ง เวลา และสถานที่ นะครับ

The paper studies the allocation of physician's effort between public and private medical care sector under asymmetric information and the effects of 'outside option' in the working...and also parameters being not in control of the physician. The applied hidden action framework would be employed. (Please allow me to hold it at this moment)

The result will not be posted here due to technical difficulties and so many mathematics in the paper. Anyways hopfully it will get published soon in Thailand!! (where the source of my motivation comes from) but probably in English (sorry for that!!)

I just wish the model would be beneficial to the medical care system and policy implications which have come out somehow irrationally from economic point of view.

The Difference Between Developed and Developing Countries

There is a prevailing problem in developing countries, which is not mentioned in developed ones. The problem can be illustrated by the following claim, from Benerjee, Deaton and Duflo (2004) for the case of India.

“On average 45 percent of medical personnel are absent in subcenter and aid post and 36 percent are absent in the (larger) Primary Health Cares and Community Health Cares…The situation does not seem to be specific to Udaipur : these results are similar to the absenteeism rate found in nationally representative survey in India and Bangladesh…It is also possible that the public health official charges for his services. This is not necessarily illegal, since they are allowed to practice outside office hours and it is possible that our respondents are not always making a distinction between what the public official does during office hours and what he does after hours. The fact remains, however, that they are not getting free health care at the public facilities.”

The other evidence is studied by Pannarunothai and Suknak (2004) on health service system in Thailand (in Thai). The study shows that the effect of increase in private health service demand from abroad can deteriorate the physician-patient proportion in rural are and create stability and movement of physicians from public to private sector in the period of prosperity. The reverse movement also happened in the period of economic contraction; e.g. economic crisis. The fluctuation in patter of physician-patient proportion, in both rural and urban areas, has adverse effect particularly to the rural one. This situation is though different from India and Bangladesh but can be perceived as haring the same problem, that is the lack of a proper contract which can takes into account the effect outside the ‘main’ system.

The situation in India, Bangladesh and Thailand has shown the problem of a lack of a proper contract that incorporate the effect of both government/public and private sector of medical care system which are the principals of the relation according to figure 2. As mentioned above, this phenomenon does not occur or is not prevailing in developed countries that have more resource for medical care system in order to match the compensation to physician who work in public with private medical care systems. This difference requires a new approach to deal with the agency relationship. To cope with the problem we need to consider both government/public and private principals in the system and their interaction which affects the key decision variables of physician. To the best of my knowledge, the literature in physician agency has not previously considered this situation.

In the service part of medical care system, when we consider in detail, the suppliers can be divided into two segment; physician and hospital. They have complementary function but can be perceived as a vertical relationship also. This idea is initiated by Harris (1977). For a medical treatment, physician plays a crucial role in diagnosis and decides the methods of treatment, such as medicine and operation, which are supported by ‘administrative section’ of a hospital. As proposed by Harris (1977) and reviewed by Dranove and Satterthwaite (2000), the vertical relationship of medical treatment can be considered as ‘dual hierarchy’ and studied by agency framework. On the top layer, patient is a principal who asks physician to perform a medical treatment which the result affects health status, with uncertainty, of the patient. For the bottom layer, physician as the principal assigns the administrative part of hospital to perform the required curative method, which in turn influence the performance of physician and hence health status of the patient. These agency relationship, accompanied with other issues, has been the major focus of incentive approach in recent health-economic literature. From dual hierarchy perspective, if we consider the top layer and assign patients as the source of financial resource, which is channeled to government and private sector, and consider bottom layer as only one unit of decision as a medical treatment provider composed of both physician and administrative part of hospital, we would have another vertical relationship. Note that in the medical treatment provider unit, which we merge physician and hospital together, physician still plays a predominant role because he has been assigned the right to decide, as an ‘expert’, the diagnosis and treatment.

In one-layer relationship shown above physician can be considered as the agent who performs many functions simultaneously. He would provide a quantity of treatment with good quality and concomitantly try to reduce cost of the treatment. In health economic literature, there is vast research on the method to induce desirable performances in various circumstances. A large proportion of the literature concentrates on the methods of payment from government as the principal to physician as the agent. The payment method is described as a contract which binds both parties together. The studies have considered in both complete and asymmetric information circumstances, as nicely reviewed by Chalkley and Malcomson (1996,2000). This group of literature implicitly assumes that there is only one principal. The methods of payment of government and private sector are not different. This is because the government can regulate the private sector effectively or can match the payment from private sector without restricted resource constraint. However the situation in developing countries is different from one investigated in literature due to much restricted resource of government which gives rise to another issue to be mentioned below.

After Arrow (1963) shows the importance of effects of asymmetric information in medical care system, extensive research on health economics has taken into account the effect on both demand side, patients having hidden characteristics, and supply side, physician having hidden actions. This effect has combined the health economics and contract theory together. The study of the effect has been pervasive and included the form of payment with contractual relationship called ‘physician agency’, as reviewed by McGuire (2000).

The importance of medical care system has long been recognized on social and economic grounds. On the social basis, medical care is an important basic need of people. This creates the basic requirement of the system in the form of ‘equality’. Since the World War II, the technology of curative has been improved in which it has driven the cost of medical care to surge. Due to uncertain characteristic of illness and costly nature of medical treatment, the health insurance system has been created to support the social need given a level of economic condition. On the economic ground, the concern on efficiency to control the cost of medical treatment has been a major concern in many developed countries, as shown in Cutler (2002). Given the equality aim with inflating cost, the cost containment is the major issue and researchers have been investigating the method to achieve the goal. Many researches focus on the regulatory form and the method of payment of the system to induce targeted performance with acceptable cost. In the broader perspective this is to attain the efficiency in medical care system. The latest issue on efficiency is the incentive in medical care system which takes into account the influence of asymmetric information. The methodology focuses on the incentive of major decision unit of the system. The physician is on the supply side and patient and health insurer are on the demand side. The incentive methodology is bounded to tackle the prolong problems of the system on efficiency basis in more complex environment which to consider quantity-quality of services, effort to reduce cost and induce innovation in the long run. From the experience three major issues of the system; equality, cost containment and incentive for efficiency, are the major concern of medical care system in previous decades and years to come in all countries.

In general, the medical care system has three major players; health insurer, medical care supplier and patients. Patients demand the services and can pay directly or by buying insurance in which the health insurer would pay to the supplier. Because medical care is an important basic need of people, most of countries, both developed and developing ones, has spent significant amount of government budget on it. Moreover, the government can involve and interfere in many part of the system. The relationship of players in the medical care system is shown in figure 1.

We can separate the flow into two parts, medical care finance, which involves the resource flow from patients to government and insurer, and medical service, which involves two-step relationship government-insurer to suppliers and suppliers to patients.

The role of government in medical care system in fact is not only on the finance part, but on the service one also. The government can deliver the services through public hospital that employ medical care personnel and buy related medical equipment. According to Musgrove (1996), the role of government in medical care system has five levels ranging from least to most involved activities. The first one is to inform in the sense that government provides useful information to other players in the system without any requirement. Secondly, it is to regulate private medical activities such as setting standard of treatment and personnel. Thirdly, government mandates the related parties in which it enforces the parties to do, otherwise they would be guilty. The children immunization is an example. The fourth is to finance the medical care services through tax or public fund. The last is to provide medical services directly buy using publicly-owned resources, both facilities and personnel. As a consequence, the public roles in the system are in every step and hence unavoidably compete with the private provision in both finance and service part. In finance part, public fund might compete with private insurance company and in service part with private hospitals. The experience of developed countries in public involvement is concluded in table 2 of Cutler (2002).

Now at UTCC Bangkok Thailand, there is a guy, P'Tee, who is writing his dissertation on contract theory in general equilibrium. In fact contract theory and mechanism design have more implication and more detail particularly for collective decision and bi & multi lateral relationship under asymmetric information/actions, says microeconomics. We can 'design' the rules under complex environments and circumstances.

Hope somebody being really interested in these topics and applications.

หลังจาก Lars Peter Hansen บรรยายสรรพคุณ ของ Tom แล้ว เค้าก็เปิดฉากทันที...Job Turbulence & Unemployment Insurance

ขาโจ๋รุ่นใหญ่ เริ่มด้วย paradigm ของวิชา macro ซึ่งก็คือ Arrow-Debreu Economy แล้วเล่าให้ฟังว่า เรื่อง unemployment เป็นเรื่องที่จับต้องยาก ไม่มีสินค้าตัวไหนชื่อ 'unemployment rate' แต่มันเป็นปรากฎการณ์ ดังนั้น การวิเคราะห์ด้วยวิธีปกติ จะต้องมีการปรับปรุง โดยโมเดล ที่เกี่ยวข้อง สามตัว คือ Matching, Search, Representative Agent

ขาโจ๋วัยดึก เชื่อมโยงแนวคิดเกี่ยวกับ การว่างงาน กับ job turbulence ที่เกี่ยวกับ "การทำลาย" human capital ที่มีการสั่งสมกันมา..เอาเป็นว่า เรื่องนี้อาจจะเห็นภาพยาก ขออนุญาตเล่ามุขของ ขาโจ๋ ให้ฟังแล้วกัน เพื่อเป็นการ "เกริ่น" เข้าสู่การวิจัยเรื่องนี้ (ส่วนรายละเอียด หาอ่านเอาเองนะครับ)

ขาโจ๋เล่าว่า...ความคิดเรื่อง Job Turbulence มีนัยยะสำคัญมากกว่า unemployment..ลองนึกว่า...

เช้าวันนึง ขณะที่ ขาโจ๋นอนอย่างสบาย ภายใต้ผ้าห่มอุ่นๆ เสียงโทรศัพท์ ดังขึ้น บอกว่า "Tom คุณถูกไล่ออกนะ!! เราไม่สอนวิชา เศรษฐศาสตร์มหภาคแล้ว" เมื่อวางหูลงไป จิตใจก็ห่อเหี่ยวทันที ขณะลุกออกจากเตียง ก็มีเสียโทรศัพท์ ดังขึ้นอีกครั้งหนึ่ง "อ้อ ผมลืมบอกไป...มหาฯลัยอื่นก็เลิกสอนวิชาเศรษฐศาสตร์มหภาคแล้วนะ เสียใจด้วย"

นัยยะของ Job Turbulence ก็คือ Human Capital ที่ถูกสร้าง และสั่งสมมา ถูกทำให้หายไป ซึ่งสิ่งนี้รวมไปถึง อัตราการว่างงานที่เพิ่มมากขึ้นด้วย

สำหรับผม งานวิจัยชิ้นนี้ "สนุกดี" เพราะเอาสามโมเดล มาเล่นด้วยกัน ซึ่งผมค่อนข้างคุ้นเคยกับ โมเดลอันสุดท้าย แต่ก็ได้อ่าน ได้เห็นสองอันแรกมาบ้าง สิ่งที่ตลกก็คือ โมเดลสุดท้าย ซึ่งเป็นโมเดลยอดฮิต (ติดลมบนของนักเศรษฐศาสตร์มหภาค) อธิบายเรื่องนี้ได้แย่ที่สุด ( facts ห้าข้อ อธิบายได้ข้อเดียว) แต่ matching & search อธิบายได้ครบทุกประการ...สิ่งที่น่าตลกอีกประการหนึ่งคือ invisible hand ถูก โมเดลด้วย Cobb-Douglass matching function ไปแล้ว...หุ หุ หุ

งานนี้ คนสนใจเศรษฐศาสตร์มหภาค คงสนุกสนานกันดี โดยเฉพาะอย่างยิ่ง อาจารย์ที่ปรึกษาผม ซึ่งทำเรื่อง unemployment โดยตรง แต่เป็นในแง่ recursive contract ที่จะสร้างแรงจูงใจให้คนทำงาน...

On the Dynamic Risk sharing Contract with Limited Commitment : Sharing Rules

When a group of people are facing idiosyncratic shocks, they are bounded to form a group of risk sharing. Of course, risk sharing group works well when the shocks are negatively correlated or the number of group is large enough to dissipate the effect of individual shock.

Under assumption that each person tries to maximize discounted expected utility and in each period he makes a contribution to ‘central fund’ in the form of a sharing rule, the social planner can formulate the optimal sharing rule that make social preference highest.

Caveat : sharing rule is a rule that ask a person to make a contribution from his time-state income to the central fund.

Caveat 2 : social preference here is simplified to be separately additional preference from each individual.

The role of social planner is to design the sharing rule that maximizes the social welfare. Without loss of generality, we can study 2-agent economy without storage, in the sense that individual saving is disappear/not allowed in each period. This assumption rules out the case of self-insurance.

The limited commitment issue comes in the form of a cease in joining the group of risk sharing. If a person expects an autarky preference greater than joining the group, he can hold himself from the contract. So the group of risk sharing is conformable only if it provides additional utility to each individual.

After solving some dynamic programming with bulky constraint, the optimal rule of risk sharing, or transfer, is derived from the first order condition. Interpreted as

1. make the sharing rule to equalize the marginal utility of income in time-state of each individual (the difference between any two individual is zero)

2. the change in risk sharing rule over period follows the minimal changing until some body want to quit the group. In that case, the contract reachs the corner outcome. The sharing rule allows the transfer to be as much as that individual having preference equal to autarky level. The rationale is to keep him with in the group due to expected future gain from risk sharing.

This is a simple case. More complex model is about asymmetric information (dynamic moral hazard) and the merge of two components.

หลังจากความเครียด อันยาวนานมาเป็นเวลาเกือบเก้าเดือนผ่านไป ก็ได้ฤกษ์ กลับเมืองไทยไปพักผ่อนเสียที

อย่าหาว่าผมเว่อร์เลยนะครับ ว่าเครียดมาเป็นเวลา เกือบเก้าเดือน..ถ้าคนผ่านระบบนี้มาก่อน จะเข้าใจ..ว่ามันทำให้คนๆหนึ่ง ใกล้บ้า ได้ขนาดไหน

สิ่งที่ผมต้องทำในช่วงปิดเทอม (หรือเปล่า) คือบทความชิ้นหนึ่ง ที่เหลือ เป็น requirement ตัวสุดท้าย เชื่อมั้ยครับว่า สิ่งที่ตั้งใจมาเอาความรู้จริงๆ ก็คือความรู้ที่ผมต้องใช้ในการเขียนนี่แหละ..แต่ไม่มีวิชาเปิดสอนตรงๆเลย..กว่าจะได้เรียนรุ้จริงๆ ก็ต้องมาอ่านเองอยู่ดี ที่ผ่านมา มีแต่เรียนแบบ เฉี่ยวๆ..เฉี่ยวไป เฉี่ยวมา ไม่โดนประเด็นนี้สักที แต่ก็ดีนะครับ เพราะว่าได้เรียนรู้เรื่องที่ผมไม่เคยสนใจมาก่อน ได้เปิดโลกทัศน์ผมให้รู้อะไรมากขึ้นอีกเยอะ

การที่ไม่ได้เรียนแบบตรงประเด็นนี่แหละ..ทำให้ผมค่อนข้าง ต้องลงแรงหนักพอสมควรในช่วงเวลาที่เหลือ เพราะว่า ต้องมานั่งอ่าน literature ที่เค้าไม่สอนกัน แต่โชคยังดี ที่ อาจารย์ที่ปรึกษาผม มีความสนใจค่อนข้างกว้างขวาง (คนอาไร จบ PhD สองใบพร้อมกัน ใบนึง mathematical decision model อีกใบนึง Economics) ..อย่างไรก็ตาม คำพูดของเค้าที่ทำให้ผมหนักใจคือ "ผมไม่รู้ว่าเคยมีคนทำงานพวกนี้มาก่อนหรือเปล่านะ..อาจจะมีก็ได้ แต่ผมยังไม่เคยเจอ" .....เอาแล้วไงครับ...ลางร้ายเริ่มมาเยือน

ผมคิดว่า ท่าทาง ผมคงต้องทั้งลาก ทั้งถู บทความที่จะทำในช่วงเวลาที่เหลืออย่างค่อนข้างทุลักทุเล..ต้องกลับไปนั่งอ่านตั้งแต่ Welfare Measurement, Princing, Modeling Knowledge, Incomplete Information Game, Contract, Ramsey Tax ...ผมเลยมานั่งนึกว่า ชีวิตผมคงสบายกว่านี้ ถ้าผมได้เรียนของพวกนี้จริงๆจังๆตั้งแต่เรียนที่เมืองไทย...(ขอประทานอภัย บ่นอีกแล้วครับท่าน)

ถ้าใครเคยเขียนงานเชิงทฤษฎี คงจะเข้าใจถึงความเสี่ยง เสี่ยงทั้งจาก การสร้างแบบจำลองที่เหมาะสม, การใส่ผลกระทบของแต่ละปัจจัยเข้าไปในแบบจำลอง, ความสามารถในการอธิบายแบบจำลองภายใต้ภาวะที่ไม่ได้ถูกกำหนดไว้ (robustness)...คิดแล้วรู้สึก ไมเกรนขึ้นทันที...ท่าทางผมคงต้องเครียดอีกหลายเดือน..โปรแกรมพักผ่อนของผม อาจจะต้อง "รีบพัก รีบหายเครียด" แล้วกลับมานั่งทำงาน มาเครียดเรื่องอื่นต่อ

จากที่ผมสัญญาว่าจะตามเก็บบทความชุด ที่เขียนค้างไว้..ท่าทางคงจะต้องหลัง บทความนี้แล้วล่ะครับ..แต่ผมคิดว่า ผมคงเรียนรู้อะไรได้อีกเยอะ (และทำให้เขียนบทความชุดพวกนั้นได้ชัดเจนขึ้น ลึกซึ้งขึ้น) หลังจากต้องเขียนงานนี้

ผมไม่แน่ใจ ว่าเกิดปัญหาอะไรกับระบบ ของ blogspot หรือเปล่า..แต่รู้สึกว่า ผมได้ยินเพื่อนๆหลายคน ทั้งแถวนี้ และแถวอื่นๆ มีปัญหาอย่างเดียวกัน คือ เมื่อ พิมพ์บทความเสร็จแล้ว มันหายไป!!!

เมื่อคืน ผมนั่งเขียนบทความสืบเนื่องจาก "ความจริงใจของฝรั่งจากกรณีการกำจัดโควต้าสิ่งทอของจีน" http://theradicaldreamer.blogspot.com/2005/06/blog-post.html เขียนไปได้ประมาณ สามหน้ากระดาษ A4 แต่พอจะอัพบล็อก บทความก็หายไป!!! ผมพยายามใช้ การเล่นแร่แปรธาตุต่างๆเพื่อให้ได้บทความกลับคืนมา..เหมือนสวรรค์เป็นใจ..ผมได้กลับคืนมาจริงๆครับ

ผมสามารถอัพบล็อก มีบทความดังกล่าว ขึ้นอยู่บน บล็อกของผมได้..ด้วยความดีใจ ประกอบกับ ความเพลีย ในช่วงเวลา ตีห้าครึ่ง..ผมก็ล้มตัวลงนอนหลับเป็นตาย (เว่อร์ซะ)

ดูเหมือนคำร่ำลือ ว่า "ความรักคือความทุกข์" ดูจะไม่เกินจริงไปเท่าไรนัก

ผิดแต่เพียงว่า..เราแสวงหาความรักจากที่ใด..เราแสวงหาความรัก จากความรัก..หรือเราแสวงหาความรักจากความว่างเปล่า และภาพลวงตา..

ถ้าเราแสวงหาความรัก จากความรัก..เราย่อมพบสิ่งนั้น ทั้งความสุขใจ ปิติ ยินดี ที่ได้รัก และถูกรัก

แต่ถ้าเราแสวงหาความรัก จากความว่างเปล่า และภาพลวงตา..เราคงพบแต่กับความผิดหวัง และน้ำตา

แม้กล่าวเช่นนี้แล้วไซร้..มิควรหรือที่เราจะแสวงหาความรักจากความจริง..จากความรัก..ที่ซึ่งเราพบกับความรักแล้ว เราสามารถให้ และส่งผ่านความรักให้กับผู้อื่นได้อย่างไม่มีเงื่อนไข..ที่เราจะสามารถทนทุกข์ต่อสิ่งต่างๆในนามแห่งความรัก..ที่เราจะสามารถยืดหยัด และกล่าวได้ว่า "เรารัก..เรารักอย่างไม่มีเงื่อนไข"

แล้วจะน่ายินดีเท่าไรเล่า เมื่อเราสามารถรักได้เช่นนั้น..และถูกรักได้เช่นนั้น..มิใช่เพียงความว่างเปล่าของอารมณ์ที่พาเราไป

ใครที่เบื่อการเรียน แต่เป็นประเภทอยากรู้..เคยตั้งคำถามมั้ยครับว่า

เรามาเรียนมหาวิทยาลัยทำไม? ทำไมเราไม่อ่านหนังสืออยู่บ้านเอง?
อยากรู้วิชาไหน จะอ่านอะไร ก็เปิดเว็ปไซด์ต่างประเทศเอา ว่าเค้าให้อ่านอะไรบ้าง แล้วก็ซื้อมาอ่าน เอาแบบฝึกหัดมานั่งทำ

แล้วที่ทำแบบนี้ ได้ความรุ้เหมือนกัน..จะต่างอะไรกับการไปเข้าเรียน ไปนั่งฟังอาจารย์ที่ไม่ค่อยอยากสอน เตรียมสอนรึ..ก็ไม่ค่อยดี..แบบฝึกหัดก็ไม่มี..เสียเวลาเดินทาง เสียค่าเทอม..ไม่ต้องเครียดมากกับการเตรียมตัวสอบ

อะไรคือคุณค่าของการไปจ่ายค่าเทอม แล้วไปนั่งเรียนในมหาวิทยาลัย?

คำตอบของแต่ละคน ก็จะแตกต่างกันไป..คงมีตั้งแต่คำตอบเชิงกลยุทธ์ (แบบ Job Market Signalling)..ไปถึงคำตอบเชิงสำราญ..(แบบ ได้เพื่อน ได้สังคม ได้ชีวิตแบบนักศึกษามหาฯลัย)

คำตอบที่ได้คงจะไม่สำคัญมากมายนักกับผู้เรียน..เพราะเค้าแวะเข้ามาไม่กี่ปี..เรียนให้จบ แล้วก็ออกไปทำงาน (ที่ไม่ใช่งานวิชาการ)

แต่คำตอบที่ได้ สำคัญกับคนสอนมากกว่า..ว่า สิ่งที่เค้า "ใส่" ให้กับการสอน และสร้างความรู้ และความคิดให้แก่คนเรียน มีประสิทธิภาพแค่ไหน ในยุคโลกาภิวัฒน์แบบนี้? พูดให้ท้าทายหน่อยก็คือ "อะไรคือคุณค่าของอาจารย์มหาวิทยาลัย? เค้าแตกต่างอะไรกับนักวิจัยในสถาบันวิจัยต่างๆ ถ้าเค้าสอนหนังสือห่วยๆ?"

ผมไม่มีคำตอบนะครับ...

อยากฟังคำตอบมากกว่า ทั้งจากคนเรียน..คนอยากเรียน..คนสอน..คนอยากสอน

อาจารย์ในมหาวิทยาลัยของไทยในคณะเศรษฐศาสตร์ (1) : helicopter view

"..คนในอยากออก..คนนอกอยากเข้า..รึเปล่า?"

นับจากจุดนี้ ผมของพูดถึง คณะเศรษฐศาสตร์ เพียงอย่างเดียวนะครับ จนกว่าจะระบุเป็นอย่างอื่น
(เพราะไม่มีความรู้คณะอื่น..จริงๆที่มีอยู่ก็น้อยเหลือเกิน...แต่เอาน่ะ..มาฟังผมบ่นกัน)

จากที่ ปิ่น ปรเมศวร์ และ ปริเยศ ได้ถกเถียงกันเป็นเรื่องเป็นราว ในบล็อกของท่านๆ อีกทั้ง ท่านต่างๆ ทีได้ร่วมเสวนาใน BF Pinkerton บล็อกในตอน บล็อกของ professors สิ่งที่เห็นได้อย่างชัดเจนอย่างหนึ่งคือ...เราพูดแต่ว่า "เราอยากได้อะไร" จนบางครั่งเราละเลยว่า ความเป็นจริงที่ต้องเผชิญกับข้อจำกัดต่างๆ ซึ่งส่งผลต่อผลที่เกิดขึ้น มิได้อยู่ในการพิจารณาซะทีเดียว หรือเราไม่อยากพูดถึง

อย่างไรก็ตาม "การฝัน" เป็นสิ่งที่ดีนะครับ ทำให้เราได้รู้ว่า ทิศทางที่ดีที่สุด ที่น่าจะเกิดขึ้น คืออะไร..ทำให้เราเดินไปในทิศทางที่ชัดเจน ไม่สะเปะสะปะ แต่เมื่อความจริงไม่สามารถเป็นได้ดั่งฝัน เราก็ต้องหาทางว่า แล้วไอ้ที่ดีที่สุดเท่าที่จะทำได้ล่ะ..มันเป็นยังไง ( คนแถวๆนี้ เค้าเรียกว่า constrained optima หรือคนแถวอื่นอาจจะเรียกว่า second best ก็ได้; mathematically speaking, the constrained optima cannot be better than the unconstrained one.)

เข้าเรื่องดีกว่า..ระบบการสร้างคณาจารย์ ประเพณีปฏิบัติ โดยส่วนมากแล้ว อาจารย์มักจะมาจากผู้ได้รับทุนการศึกษาให้ไปศึกษาต่อยังต่างประเทศ แล้วกลับมาทำงานใช้ทุนฯ ซึ่งส่วนนี้เป็นส่วนสำคัญมากนะครับ

เพราะอะไร?

เพราะสิ่งนี้สะท้อนถึง ผลตอบแทนที่ได้หลังจากกลับมาทำงาน ซึ่งจะเชื่อมโยงกับ แรงจูงใจในการทำงานแต่ละประเภทในฐานะของ "อาจารย์มหาฯลัย"

ถ้าเราคิดว่า อาจารย์สามารถทำงานได้หลากหลาย ทั้งในฐานะนักวิชาการ และทำงานนอกระบบ (งานอื่นๆที่ไม่เกี่ยวกับความเป็นอาจารย์ เช่นการทำธุรกิจส่วนตัว) เป็นที่แน่นอนว่า ถ้าผลตอบแทนการสอน น้อยกว่า การทำงานวิจัยที่เป็นประโยชน์ต่อส่วนรวม หรือ การทำธุรกิจส่วนตัว

จะสอนแย่ลงขนาดไหน?

จะสอนแย่ลงจนกว่า เค้าจะไล่ออกนั่นแหละ (เกิดความไม่แตกต่างระหว่างไล่ออก กับไม่โดนไล่ออก)...และถ้าเค้าไม่สามารถไล่ออกล่ะ? ก็สอนด้วยความตั้งใจน้อยที่สุด เท่าที่จะทำได้ และ เอาเวลาไปทำงานอย่างอื่นนั่นสิ (ข้อสมมติในที่นี้ คือ งานแต่ละอย่างไม่มีความเกี่ยวข้องกันในด้านผลงานนะครับ..ถ้างานมีความเกี่ยวข้องกัน จะวิเคราะห์ให้ฟังในตอนต่อๆไป)

เพราะฉะนั้น จึงไม่น่าแปลกใจที่ว่า อาจารย์หลายๆท่าน มักจะไม่ตั้งใจสอน เช่น ไม่มีแบบฝึกหัดในวิชาของตัวเอง (ยกเว้นถูกบังคับให้มี) ไม่ใส่ใจในการตรวจงาน และการตรวจข้อสอบ การออกแบบข้อสอบที่สะเปะสะปะ ซึ่งบางครั้งอาจจะยากกว่าที่เรียนอย่างไม่มีเหตุผล (เช่น ไม่มีแนวคิดที่ชัดเจน หรือเน้นความยากในการแก้สมการโดยไม่มีแนวทฤษฎีที่สอนเท่าใดนัก) หรือไม่ใส่ใจการเรียนของนักศึกษามากเท่าที่ควร (ณ ตอนนี้ David Gonola คงจะมีคำตอบแล้วว่า ทำไม อาจารยถึงไม่ใส่ใจนักศึกษา) ส่วนอาจารย์ที่ตั้งใจสอน มักจะเกิดจากนิสัยส่วนตัวที่รักในการสอน และเอาใจใส่นักศึกษา โดยดั้งเดิม (ซึ่งผมเชื่อว่า สิ่งนี้อาจจะไม่สามารถอยู่ได้นาน และจะถูกเปลี่ยนแปลงไปอย่างง่ายดาย เมื่อมีสถานการณ์อื่นๆมากระทบ)

นอกจากนี้ โครงสร้างผลตอบแทนของการเป็นอาจารย์ มีหลากหลายรูปแบบ ซึ่งส่วนมากจะมีเกณฑ์อัตราเงินเดินข้าราชการเป็นฐาน และได้เพิ่มเติมจากส่วนอื่นๆ เช่นการรับงานวิจัยจากราชการ การได้รับทุนสนับสนุนการวิจัยเฉพาะเรื่อง การเขียนงานอื่นๆ หรือการทำธุรกิจอื่นๆ โดยแรงจูงใจของการทำงานบางประเภท ไม่สามารถทดแทนต่อการเสียโอกาส และความทุกข์ทรมานที่เกิดขึ้นจากการทำงาน (cost of effort is convex) จึงเป็นสาเหตุให้ งานที่ต้องใช้ความเพียรพยายามอย่างมาก มีโอกาสเกิดได้ยาก งานที่ออกมาก จึงมีลักษณะ "พื้นๆ" มากกว่า "สุดยอด"

แต่งานลักษณะนี้ไม่ใช่ว่าจะไร้คุณภาพนะครับ แต่ ณ ที่นี้ผมหมายถึง งานที่มีลักษณะที่ใช้ความพยายาม น้อยกว่าโดยเปรียบเทียบ เช่น เปรียบเทียบ การเขียนบทความแสดงความคิดเห็น เทียบกับ การเขียนบทความเชิงวิชาการที่ต้องอาศัยการค้นคว้า หรือข้อมูลอย่างน่าเชื่อถือ

นอกจากนี้ ผลงานทางวิชาการที่เกิดขึ้น มักจะไม่ได้รับการตรวจสอบอย่างเข้มข้น จนทำให้ งานวิจัยบางชิ้นเรียกได้ว่า มีคุณภาพ "ไม่พึงประสงค์" เนื่องจาก ผู้ทำงานวิจัย (ณ ที่นี้ สามารถอธิบายถึงการสอนด้วย) มีข้อมูลมากกว่า ผลตรวจงาน หรือผู้ตรวจงานไม่มีความใส่ใจ (เพราะไม่ได้รับผลตอบแทนโดยตรงอย่างคุ้มค่า..ก็กลับมาเรื่องเงินอีกนั่นแหละ) ณ ที่นี้ ผมสมมติว่า ไม่มีปัจจัยอื่นๆที่เกี่ยวข้องนะครับ เช่น การโกหกด้วยวิชาการ, การฮั้วกัน, การถ้อยทีถ้อยอาศัย หรือการติดสินบน (broadly speaking, this is the capture problem)

ที่กล่าวมาข้างต้น เป็น "สิ่งที่เกิดขึ้น ในสายตาผม" ซึ่งมี "กรอบ" ของผมเอง ถ้าใครจะมองด้วยกรอบอื่น แล้วมาแสดงความคิดเห็น ทั้งเห็นด้วย และคัดค้าน ก็ยินดีนะครับ จะได้แลกเปลี่ยนมุมมองกัน

โปรดสังเกตว่า ผลใช้กรอบง่ายมาก เป็น เชิงสถิต และ ตัดความเชื่อมโยงไปสู่ส่วนอื่น และเป็นรูปแบบ "ตัวแปรเดียว และเชิงเส้นตรง" ซะเป็นส่วนใหญ่ ยกเว้น การมองหลายงานพร้อมกัน..ส่วนการวิเคราะห์ให้ลึกซึ้งกว่านี้ และทางแก้ไข ขอเวลาเตรียมตัวหน่อยนะครับ (เพราะงานมันยุ่งเหลือเกิน แบบ กระต่ายน้อย..หุ หุ) แต่ถ้าจะให้ผู้อ่านเดา...คงไม่ยากใช่มั้ยครับ...เรื่องเงิน..อีกแล้วครับท่าน..แต่คำถามที่สำคัญคือ ..จะใช้เงินอย่างไร และใช้คู่กับอะไร จึงจะเกิดผล "อย่างที่ต้องการ" มากที่สุด? ซึ่งลงในรายละเอียดแล้ว...เราจะออกแบบผลตอบแทนอย่างไร และควรใช้คู่กับอะไร กฎเกณฑ์ เงื่อนไข หรือปัจจัยทางสถาบันอย่างไร?
(หมายเหตุ ผู้สนใจ โปรดค้นคว้าเพิ่มเติมในงานที่เกี่ยวกับ regulation theory หรือ organization design นะครับ..ถ้าอยากได้คำตอบแบบชัดเจน ลองหาคนมาทำงานวิจัยด้านนี้สิครับ..ผมก็อยากรู้เหมือนกันว่า ผลจะออกมาเป็นอย่างไร)

A Derivation from David Ginola's Article 'Jeffrey Sachs & End of Poverty'

This is taken as a comment to David Ginola's article on 'Jeffrey Sachs and The End of Poverty'. I think I might comment too long, so I put it here instead.

I have not read the book, Sachs's The End of Poverty, yet, but read some comments of his idea from the Economists about his paper for Brooking Institution. His problem now is to convince the developed countries to 'throw in' a hugh amount of money to 'countries with serious poverty problem'. I am not sure whether the countries would give away that much money for others poorer ones without any beneficial returns. Actually, I believe they will not.

I don't know neither exactly about his model.

Anyways I believe one thing, to fix the poverty problem in this time, we need to employ the market incentive, or might say 'market-oriented approach'. This includes the case of Thailand as well.

Please don't take this for granted and argue me that the problem of poverty is from many forms of market failures. Yes, it is. However, to fix the problem we might ask ourselves that 'should we give resource to the poor just to fix the problem?'. I don't think so. The nature of humans is an incentive-led being. Moreover, probably funnier, it is very common to any societies that when we fix a problem, then we will have another problem or problems entailed from the previously cured situation. Example? Villege Fund Scheme is a good one.

To make it straight, when we don't consider the 'equilibrium condition' ,which can be recovered through the market mechanism, we will have infinite problem derived from the sequence of curing actions.

Here don't get me wrong about not giving 'resource' to the poor. The point is that we need to give it wisely and, I believe, slowly. This is to adjust the path of economy to the higher level of well-being. To give the fundamental resources, we need to very much depend on the market oriented mechanism. This can be a local or small economy within a community or region.

Why is market-oriented mechanism or equilibrium approach important?

If we can achieve the new equilibrium with higher level of well-being, we need not to concern about the follow of other unintentionally-initiated problems. By the new equilibrium, the incentive of people and their actions would be right in production, exchange and consumption processes.

However in the severe or diferrent market failure situation, to fix the problem might not call for a great deal of government intervention. We can use a wiser method.

For examples, to reduce the income risk from idiosyncratic shock, we can establish the insurance group with 'effective and robust' transfer rules. The perfect insurance might not happen but contrained-optimal one could be. To make the remedy better, we might consider the effect of asymmetric information or limited commitment situation into the consideration. The financial system is another important element. Grameen and others micro-credit financial institutions are good examples. (Note the idea is quite similar to international risk-sharing one but the later is much more complicated due to financial phenomenon and related stuff.)

We help them to net the fish, not to give them the fish!!

Another problem derived from giving resource directly is 'the fiscal burden'. There are schemes of free provision of things in Latin America. These things put approximately 10% of GDP burden to the countries. What do you think? Should we give it for free for a long time due to political reasons?

In sum, we need to follow the market mechanism to establish the new equilibrium which give rise to higher level of well-being. Anyways, what higher level of well-being and feasible tools or schemes are, we can discuss in detail and need specificity of the region and problem.

Industrial Economics in Thailand (2) : Internal & External Structure

' Industrial Economics is also called Industrial Organization'

When we talk about industrial economics, most of people might stick on the picture of industrial management, like 'how to organise line of production' et cetera, et cetera. In fact, industrial economics, also called industrial organisation, is a study of structure-conduct-performance of firms, as a decision unit, under various circumstances on the one hand. This is what I arbitrarily categorise it as 'external organisation' approach. On the other hand, I call it 'internal organisation' approach which is a study of organisation design in a particular firm to induce preferred performance or decision of interested components comprised of the firm. Both approaches cover broad ranges of interesting applications because we can extend the model to cover complex situations; such as shock & uncertainty, information asymmetry, dynamism and strategic interaction.

Most of industrial economic teaching in Thailand, I think, are clustered in external organisation, while the internal organisation is taught mostly in business school. However, I don't know much about how deep they teach on the internal organisation approach , I can guess that this approach is mostly taught as 'human resource management' instead of 'theory of the firms'.

As other branches of economics, industrial economics, both approaches, focus on allocation of resource in an efficient way. However, we put many things into the study until it looks very weird and very hard to separate it from the study of economic theories. Unfortunately, industrial economic teaching in Thailand mainly stucks on 'old school' one, a study of structure-conduct-performance without strategic interaction under simple circumstances.

The perspectives for studying external structure can be adopted and slightly changed for studying of internal structure. To avoid reiteration, let me introduce only on the former structure.

We can divide the field into 2 major parts according to the tools we use, Monopoly and Oligopoly market. (Note : for Monopolistic Competition structure, it is a subset of oligopoly market but, broadly speaking, has lower entry cost. When we consider closely about the source of many-firms market, the oligopoly and monopolistic competition have the same source and both can be reduced to study under monopoly market of each firm's residual demand.)

For monopoly market, most of the attention goes to its behavior; pricing and entry deterance, linked to economic performance measured in welfare from various aspect. As stated in classic result, monopoly induces market inefficiency. The next problem is how to control and avoid this. This gives rise to the field of 'Regulation Theory' and its variants like 'Regulatory and Competition Policy'. The interesting part of the regulation theory is 'how to regulate monopolist when the regulator have limited and asymmetric information about the firm's cost and demand information.' Here come the part of advanced theories which study the strategic interaction of monopolist and regulator under hidden information and actions under various circumstances. Very interesting, isn't it?

For oligopoly market, the scope of analysis is entended to vertical structure; upstream and downstream firms, in addtion to horizontal structure; strategic competition among firms in the same industry. The compexity comes from the circumstances of the market that firms are facing. For examples, whether there is a network externalities (positive or negative), whether the investment in R&D involved, patent races, various demand and cost situations, how firms enter and exit from the industry which relates to welfare-efficiency and et cetera, et cetera.

The new area of research is how to apply empirical methods to the complex situations like those mentioned above. (Please notice, I use 'empirical', not 'numerical' method.) The area tries to justify the empirical model generated from strategic interaction, not perfectly competitive situation, under complex circumstances which is also captured and measured in the model.

The area of industrial economics is very very broad and covering many aspects and tools employed in economic theories. From my opinion, it is like a parallel line to general economic theory.

Of course, industrial economics in Thailand lack of serious study and advanced extertises. It deserves much more attention and resources than it has gotten. It also deserves a devotion of flamboyant economists as well.

'...English Garden and Historical Trail...'

In the midst of the strom, let me write something relaxing a bit...London.

What do I like in London? Easy to say, because of not many things I like, parks and history.

If one has been here before, one might say the Big City London is small in its size and area. It has lots of interesting things and parks, though. In this small city in size, it has big, very big and graceful parks. The first one I had been is Hyde Park, the greatest and most historical one in London. http://www.royalparks.gov.uk/parks/hyde_park/ I have tried to 'check out' Hyde park from time to time but I have not finished once because it is very big. In fact Hyde park now composes of the original Hyde park and Kensington garden. I think its size is five times of Suan Lumpini or bigger. I though it was a wood at first!! If one want some quiet stroll, one might be a bit disappointed in Hyde Park. Though it still has some quiet bit and area, so many people come to play or talk or socialise here. It might a bit lack of privacy.

Aside from Hyde Park, for me most lovely one is Regent Park. http://www.royalparks.gov.uk/parks/regents_park It is closed to my hang-out area, Bloomsbury, with in 10 minutes walk. It is a medium one, about 2 times of Suan Lumpini, settled around the north of central london. Why do I like it? It has a traditional English garden style on the both side of grand walk, the central path of the park. It is settled in the lovely neighborhood. The big and long residences in egg-shell colour with hidden adorable private backyards are on the east side. I frequently takes a secret visit to them for that yards.

However I am not fortunate enough to travel around much. Most of the time in London, I have been around in Bloomsbury area. It is in the midst of University of London, composed of University College, Birkbeck College, SOAS, Slade School of Fine Arts, and many other schools in the same area. This is the academic environment. (If one knows J.M.Keynes and Bloomsbury group, one might know the history of the place. Keynes spent his last thirty years of his life here. Actually most of the member of Bloomsbury group were living in a townhouse around Gordon Square specifically. I think, there were a lot of argument created in this small garden, just in front of their house.)

I always think the university has its own museums. In fact it does. But the one I mean here is one of the three biggest museums in the world, British Museum. http://british-museum.visit-london-england.com It is ten minute walk from Gordon Square. In fact it is just next to Senate House of University of London. Though I like stuff in the museums, because it is free from charge, the most impressive thing is not the meseum but the Reading Room in the museum. It is a big dome without any pillars approximately five-floor high. I like the history of it. This is where 'des Kapital' was created from twenty years of research. Karl Marx was a big book worm here. Needless to say, 'The General Theory' of Keynes was also created here. (Personally, I wonder what happened if they were living in the same period). There would be a lot more in other braches.

These two things are the charm that comfort me in bad times, walking in historical area and taking a stroll in the parks. Of course, most of the time I have to walk alone....

Industrial Economics in Thailand (1) : Personal Comment

'..outdated, lack of future, nobody wants to work on'

I thought I would not write something for days, but when I read an article คุยกันเรื่องซ้ายๆ ตอนที่2 in Pariyed's blog I cannot hold myself anymore.

If one can comment something about Thai economic teaching, one of his comment would be about 'outdated knowledge, lack of deep understanding' in industrial organization, or industrial economics. Evidence? Read a review article of Duanden 'Industrial Economics' in Thammasat Economic Journal. That articles reflect the fact we have been facing but not improving!! Why do I talk about industrial economics? Because it studies and analyses the core concept of economics; Market and Competition!!

Most of the attention in economic teaching are clustered in macroeconomics. Yes. We have a bulk of good macroeconomists who most of the time employ the perfect competition in their analysis. (Here hardcore macro guys might argue about modern macroeconomics which move on to Imperfect Competition and Consumer Heterogeneity. I think there are in theoretical research area but the real policy analysis is still employing perfect competition assumption) However, it lacks of understanding the 'clear concepts and mechanics to constitute perfect competition'.

If one takes the result of perfect competiton for granted and ignore to take care or foster this thing, one would be making a big mistake. Why do we have this problem? Theoretically, I believe, few people know the link of micro decision units and its competition and price formation process which constitute the market equilibrium and mechanism. If we can have a picture of how price formation occurs in mechanics under 'imperfect world circumstances', we would understand how competition in every single step of mechanism constitute the market equilibrium. (I recommend a book on 'Market Microstructure' of Spulber. It concentrates on theoretical idea of intermediaries and price formation in general equilibrium under complex circumstances, like monopoly power, imperfect information, uncertainty. If you decide to read, plase give time to absorb the idea. This is still one of the most difficult book I have read. It is a bit harder than LS Recursive Macroeconomic Theory)

Let me convey my opinion first. I don't agree that we should go back to the 'pre-revolutionary period' which go back to the nature. If we do that, we are fooling ourselves and trying to runaway from wided-eye fear from Globalisation. We cannot stay away or keep ourselves out from this process and outcome. In short, we are having united world and market. We are not competing only with domestic producer, we are challenged by the world players in markets. In the long run if we are not able to compete, to be efficient, we will be taken advantages in many forms. (Set aside from international politics stuff).

How can we make us efficient? We have to practice ourselves to compete on the equal ground with sound circumstances or rules. Broadly speaking, try to set a acceptable standard rules of competition and let them compete. It would take a great deal of effort to recover the 'acceptable standard rules'. What I am confident is the rules cannot come alone. They have to be with acceptable political check-up mechanics and clear idea of related moral concepts. (please notice I try to avoid the world 'system'. We need applicable rules not ideal political aim)

What if these things cannot occur by self-interest driving force? When the role of government comes. This is why we want government, to do good thing when people cannot naturally do it and the things are required.

I think we are in this position because we have been a developing country. In the last fifty years, I can say, we have been well performing. However, we position ourselves in that situation too long. We should move up and move on to another step in the last fifteen years, to compete with the world. (I don't blame whom or explain why here. This is very subjective. For international aspect on globalisation, please read Stiglitz's book 'Globalisation and Its Discontents'. Impressive book!!)

We can complain the world around us, but finally we should do something with ourselves in this fierce competition world.

I would come back to write my idea about how to foster competition, hopefully, soon.

ps I think I leave many unfinished series too many. Of course, it is much easier to write about what I think. I need not to do any analysis. I would try to complete all series before going back to Thailand ^^

Talk Behind Their Back : Exam System of UK

'It drives us crazy'

This month is the bloody killing month for students in UK. It is the examination month!!

For a cutie baby student from Thailand, this is very surprising when I first know the exam system here. They put all exams, studied for two semesters, in only one month. This is just introduction. Let me get down to the detail for the study system here.

In UK, we have 3 semesters. First two takes 10 weeks approximately. The first starts in October, second in January, then we have a month break. We start again in May for 7 weeks.

They spend first two semesters for teaching. Don't think the short studying period is good because students can study less. It totally opposite to what it seems. Most of Thai students get used to chilling environment of studying; not so stressful from bulk of homeworks every week for every subjects, and teaching at the speed of light!! Lecturers come into the class to 'introduce' the content and then give the rest to you for studying. That's why they teach less and give student much time. What is so sly is somebody don't even assign the 'true' reading list. We have to find out what and where the stuff he got from. So sly as an old dog. It forces student to do 'search' and 'search' again for where the stuff is from. I just understand why english-system graduates are good in doing 'research'.

No, No. The killing things just begin!

After studying ourselves for months, the Easter break is not a break. It's a revision time for the exams. The exams begin at the start of the third semester. All exams are contained in few weeks, normally within 1-2 weeks. If you are lucky, you might have a week gap between groups of modules or subjects.

Imagine, you have to study very hard in the quick pace in cold dark days of torturing winter. Very few people can catch up the whole content of that. So the revision time is very important. In the meantime, you have to prepare for the exams which you would be counting the day going to the exams. The shorter time left you have, the more stressful you will be. Everybody knows the system is making student stressful. So in the revision period, there are programmes of 'anger and stress management' freely provided by university!! They have even night-line to reduce the student's stress!! I just wonder that when they know what happen to student, actually it is killing them, why don't they change the system!?! I saw my friend, who is one of the iron person, went crazy and cried for nights.

It would be something good behind of this system. I just wait to see. I know from one of my friends who graduated from Oxford, there is only one period of exam after 3 years of studying!!

However, I think this is the system that increase your stress to teach you how to manage it. If you can pass this system, you learn something more than the academics, you learn how to live as well. Caution : this does not guarantee the outcome of the later would be good for the society!!

I now understand why English people are like this!!

Big Meeting in Economics

For economics, I think, mathematics is like a virus!!
When it comes to your body, it will stick with you until you die. (Needless to say, if you want to study economics in present day, it is unavoidable to study high-level mathematics.)

Nowadays, economics employs many kinds of tools from mathematics but adapt the forms to be appropriate with the specific contexts and problems. This happens around the world. Theoretical economic researchers around the world now communicate by the same medium.
The question is : what to be done to conclude the frontier of the knowledge and even expand it?
One mechanism is 'World Congress'

Major aim of the World Congress for this 'clan' of economists is to conclude and suggest the direction of research to the world community, Econometric Society.

The Econometric Society World Congress (ESWC) is created every 5 years. It invites the submission of research paper around the world to be presented in a short time period, about a week, in order to cheer up the young researchers and to stimulate them to advance the knowledge. These papers of course are on the rim of frontiers which generally attract attention of people and investigate the 'core' important problem of humans and their well-being.

Modelling in Economics (1) : Reasons to Do

Let me make it clear at the outset.

This is not a 'how to', but just a way I have experience myself about modelling the economic situation. Definitely, other people can have different way to model the situation and I believe that there are better ways according to the different background and training and also imagination!! What I write here is just a way, NOT the way. The approach can be different from problems to problems and content of the theory and belief of the modeller. For example, the way to model macroeconomics and microeconomics is different.

The nature of econometric model and economic, idea or theory, model is also much different. The former is about how to 'identify' the function that fit with data, so called 'data generating process', while the later is about how to capture the idea or effect of environment that affect economic decision and, hence, equilibrium.

The important question to ask is, why do we need to model situation or create a model?
One may create a model to satisfy his need or just for fun. However, to answer this problem we shall know the benefit of doing this. One of the most benefit of modelling is to capture the ideosyncracy of problem that we are facing. Of course, different environments and situations create this ideosyncracy. When we want to analyse and remedy the problem, we need a clear logical thinking of the reason of the problem, factors that affect it and other components of the problem, like the people or business in that situation.

Aside from the level of ideosyncracy and generality of the problem, modelling is an art and also subjective. To have a clear/acceptable/logically consistent methodology is a leeway for this problem. We can make it more 'scientific' in the sense that we can lower the irrelevant personal idea and feeling from analysis. And when the model is questioned, we can claim or justify it by the methodology. That is why most of economic models now a day is in mathematical form. This form has a precise way to illustrate the idea and concise way to communicate with other people. However it would be paintaking to be able to use this form at the beginning.

The core objective of modelling economic situation is to analyse and answer the problem. So choosing and 'feeling' the significance of the problem are also the crucial parts. The beauty of the modelling economic idea is to tackle the problem in a short, easy, generally and logically accepted way, not to show superfluous mathematical apparatus with complex symbols in a confusing method of thinking. This is why a good economic paper is about 'a study of important economic phenomenon in an easy way with good methodology and come up with useful results.

Let me say, the fun part of a jouney is to learn.
We learn how to move the first step.
We learn how to make another and further continuing steps with a confidence.
When we learn how to move ourselves, we learn what we are passing by.

We learn what are surrounding us; people, things, feeling, knowledge, lessons.

People can teach us, if we allow them to do so; if we listen to them and respect them.

Things can teach us, if we allow them to do so; if we look into and consider them closely.

Feeling of people can teach us, if we allow them to do so; if we think from their point of view and just open our heart to feel for what they feel.

Knowledge of people can teach us, if we allow them to do so; if we listen and notice why they response to what they are facing from their background.

Lessons of people can teach us, if we allow them to do so; if we look back the experience of people which the same thing could happen to us.

However, the most touching part of learning is not about the these things. It is the learning of us ourselves. We learn how to set the way and choose the way. We learn how to overcome the bad experience and to survive. We learn how to appreciate every breath and every step we have. To learn this, we just seek into ourselves and listen to our heart and brain and feeling.

We have only one life to live. Though we have another life but cannot remember what happened in the past, what is the difference between one life and many lives? (It's like the difference between iid process and Markov for one period or full-history ARIMA processes. :P)
As one guy around here said, 'one life, live it'.

Economics & Fusion Foods

Let me write something relaxing. I think my journal is quite serious lately.

I am a person who like a good blend of things, particularly foods, called 'fusion food'.
(If you know me personally or see me in person, you would definitely understand.)

Fusion food has a charm by mixing the different things from different cultures in a beautiful way. Result? Yummm!!

OK. If you cannot imagine the fusion food, let think about Thai foods. They have a charm as well in mixing different tastes; salty, hot, sweet, sour (think about Tom-Yum-Kung or Yum-Wun-Senn). The taster would feel different tastes in the same mouthful spoon and even different degree in different dishes.

Not only to the taster, fusion foods is also wondeful for the cook or chef. Why? Because it opens the room to creation in patterns, tastes and textures of the foods. This is why food is also an art. The creation of imagination.

By the same token, economics is also a good blend. The good blend of science and philosophy. Economics is fascinating to logical and philosophical thinkers who seriously takes the fundamental question of life, society, political power and others into their minds. The structure of conomic thinking, by idea, can at least partially,fit in the way to answer those question. Even ramifies the questions further.

Economics is also a charm and challenge to science thinkers and doers. As you might know, many science-trained students, physics and mathematics profoundingly, change to study economics in their advanced level. Why? Because economics, in main stream, opens the room for them to analyse with clearly logical tools which tackle the real problems, like how to make money from an industry or even how to restrain companies to make money from an industry!!.
(By saying this, you can see that economics is an two-edged sword. It is useful and harmful. It depends on who uses and how they use.) This is like a playground or playing room for funny-icky-heart people who are armed with scientific tools.

If one likes to blends things to improve the result, one might like to do both; fusion foods and economics.

'spare-time reading for an economic student or even young economists (and further discussion)'

Few books written for economic students to enjoy the power of economic principle in daily life.
Many students might know 'murder at the margin' or 'armchair economists' which are a fun-reading books in spare time.

Let me introduce another 'real-life scenario' book which applied the beliefs and functions of economists into a story. 'In the long run, we are all dead' is a book telling a story of two macroeconomists who take a position as economic advisors to a president of a big country. It is 'a story of opinion-led discussion of empowered men' who can change the world or well-being of people, not only in their country, but to other economic dependent ones as well. This book is quite old but still have charm and can teach the significance of economists' jobs. I will not talk about it here. Just tell something that I got that is real-life true and disputable.

The main idea of the book is to shade light on different logic of policy recommendation on the same problem. This is quite old stuff for economists which had been argued between Keynesian and Monetary believers.

Frankly speaking, I did not like the story and got bored when I read the book in my sophormore many years ago. However it made me realised and concerned something about economics as a tool for policy analysis, recommendation and implementation. Nobody argues that government policies affect well-being, life, risk, mental and physical health of millions of people. A pathetic thing is 'economist cannot even agree on what-how-why the policy should be initiated.'

Why?

Because their recommendations and policy menu and processes are different among economists. Why? Do they read different books and then come up with different ideas and beliefs? Yes, they read different books, tons of them. Noone might be able to fathom the depth and width of their knowledge but when they work together, we cannot end up with a clear and coincided recommends and suggestions. Their knowledge, belief, experience comprising to be 'the world' of them are different.

What should we do with this situation?!? What shall we do with them called 'economists'?!?

To Fool By Mathematics : Language

"Mathematics is a language and a tool"

When I first heard about the claim 'mathematics is a language', I was quite suprised. It was the first year in my graduate study.

Questions came up in my head were, really? how? why? what actually is a language?

I recently read an article which tries to create 'universal language for describing mechanisms that provides a way to incorporate private market information into an agent's type'.

Another wondering idea of the power of mathematics in economics, which I take it as a branch of philosophy, is 'to find optimal allocation regardless of an agent's lie'. One might think 'how could that be possible?'.

Three things might seem unrelated, but they share the same core interest, a powerful one, 'mathematics is a language'.

What is a language?
Personally, a language is a medium of consistently perceptions among identities.

If one care enough to take it seriously, one might see 'philosophy lookalike questions' behind this short answer, like what are identities? are they different? what is perception of each identity? what is the sense of consistency in perception?

To answer this question, it has, at least, two approaches. One is a long, maybe whole life, involved in the field and related knowledge that make one see the power of the object.

Another one is much easier and much more specific and idiosyncratic. It might not be accepted generally. It is just a taste.

On the later approach, let me dare answer those questions.
Identity is a unit of decision with some extent of freedom. Identity can freely choose under limitation or constraint confronting him.
An identity can be different from others when he has different 'feasible set' including dimensions of uncertainty, time, location and environment, broadly defined as other interacting identities potentially influencing the identity.
A perception of an identity is a knowledge about event that occurs. Let say an event is an object in the state of the world. Then knowledge is a perception of the event or an object. Hence perceptions of identities are consistent when they have the knowledge that contain the same events or objects in the state of the world.

Then 'Language' is a medium that can make identities perceive the same events or objects, which can be thought of as elements of a potentially infinite but partially ordered set.

To make it short, mathematics as a language is a precise and concise medium of communication that make different people perceive the same thing in the same way. That's the reason why formal mathematics always starts with definitions, axioms and then move on to analyze objects defined to get results called theorems, theory, principles and others.

When we 'talk' economics in mathematic language, economics can enjoy the benefit of precise and consise medium as well as its generality, which is general in the sense that the object of consideration can be any objects satisfying some criteria being an element of the considered set. The generality comes with the cost of abstraction in the sense that it requires deep thinking process to understand the language of mathematics at the beginning.

When we understand the rythm of language and know how to speak, it is like getting a key of a door openning to the broad path and playing field that make you enjoy 'logically imaginary thinking and communication'.

Nobel Prize 2005 : Personal Expectation

"..Given to Roger Myerson, Paul Migrom and Robert Wilson for their contribution to lay down the Foundation of Incomplete Information Game in Analysis of Theories and Its Applications in Trading System e.g. auction, contract and design economics."

The contributions of these great 3 guys are significant in applicable trading system analysis.

Myerson's works are very important and tackle the basis of rationality in asymmetric information situation and tranding system which cover any forms of exchange of objects among people. 'Optimal Auction Design' is now a classic work, after Vickrey's auction paper. Other important contribution include 'Incentive Compatibility and Bargaining Problem' and 'Optimal Coordination Mechanisms in Generalized Principal-Agent Problems' and a joint-paper with Holmstrom 'Efficient and Durable Decision Rules with Incomplete Information'. These contributions pierce on the bull-eye of 'rules of the game' of nature and foundation of exchange, one of most important economic activities, under asymmetric information and bargaining power. Being known as a great game and mechanism design theorist, his training is applied mathematics which lay down the foundation of his analysis of strategic interactions. He is a mathematician-tuned economic theorist like other highly praised game theorists like Kenneth Binmore and David Kreps. His recent research area turns to political economics and non-economic decision mechanism which employ rigorous idea and analysis of game theory.

Robert Wilson and Paul Migrom, formerly involved as advisor-advisee, have been colleagues in their contribution to auction which their recently created form 'Combinatorial Auction' has been profound and widely adopted in privatization of public utilities such as telecommunication sector. Their contribution builds on the stone-ground theories pioneered by Myerson in the modern economic environment, nevertheless, employing the oldest trading mechanism 'auction'. To sell many products at the same time under risk and uncertainty of demand, cost and other involved factors may generate 'under valued outcome' which gives too less benefit to government, implicitly to people. At the same time, the overly optimism might cause 'winner's curse' of the bidder which consequently induce great valueless sunk investment showing economic inefficiency. The new form of auction helps government in many countries to get huge amount of resource and reasonable return to winner of auction and then productive and efficient economic outcome to people. It is a beautiful and as well useful creation.

To their contributions creates a modern branch of economics 'design economics' which seek to find the optimal 'rules of the games' under complex and interrelated circumstances. It is bounded to give insight guidance to economic policy and institions for years to come.

Needless to say, their contributions deserve Nobel Prize. So the question is not 'whether or not' but just 'sooner or later'.

John Harsanyi's Legacy on methodoogy

'John Harsanyi died in 2000. His legacy has of course not been dead and been profound since he created it. The origin of 'Game of Incomplete Information' and his perspective of life and philosophy.'

The first time when I was reading game of incomplete information and knew its consequences, I was impressed. The formalization of strategic interaction under asymmetric information of agents standing on philosophical and mathematical regour. Its ramification covers aspects of rea life application of game theory, e.g. auction, contract, bargaining, negotiation, and mechanism design.

I was also impressed by another aspect of his character that I found from reading a tribute to him from his son. This character is important but thought 'outdated' nowadays.
To quote from Tom Harsanyi, John's son,

"A second very important principle that lay at the very core of my father's being...the rigorous and broad-minded pursuit of knowledge, wisdom, and truth is often more valuable, more rewarding, and more noble than the mindless pursuit of material wealth, bodily pleasures, or-worst of all, in his eyes- easy answer to difficult questions."

The first time I read this part, I was wondering 'why does he want to make thing more complicated?'. Fortunately, I think, now I understand it.

To answer the difficult question that get deep into the heart of economic, social and, more important, moral conflict should not be blinded with a careless and ignorant answer. If the question is not properly carefully investigated or even inappropriately tackled, the answer could be very costly and painful. It might not hurt the answerer, but I will affect many people when that answer and its application implemented.

I hope that the policy makers and scholars involved would not come up with 'easy answer to the difficult question' when they have powers and tools in hands.

Electricity Production & Distribution in Thailand : Privatisation or Regulatory Reform

'The nature of an industry, particularly fundamental network industry, depends on its production, consumption and distribution. The matter of this fact influences the decision of producer, consumer and government, and vice versa'

The long discussed issue on electricity generating and distributing process (in short, EGDP) become the political argument as well as economic well-being issue.

On economic ground, the decision of reorganising the structure of the big organization, which produce a crucial and fundamental good, like EGDP, depends on its nature of production and consumption in both current and prospect status. It is clear at the outset that electricity consumption has been distributed all over the country, though clustered with high consumption in some region. To match the consumption, production and distribution has to concern this point.

On the issue of industry structure, though it has been long belived that competition induces efficiency. Electricity has many more dimensions that we have to ponder further, rather than other basic industrial products. Limited ability of storage, costly transmission, sunk cost in monopoly transmission system, stability of supply as the quality are factors to concern for reorganisation or privatisation. Briefly speaking electricity industry can be viewed as 'one-way access industry' in which the upstream part is monopolized by its nature, transmission part, whereas the downstream part can have competition in production given quality standard. The last point must take into account the responsibility and punishment when the standard is not met.

Though I have not read the long studied report on this topic, I still have some issues in mind about the EGDP if we set the goal as 'TO PRIVATISE'. Such as, size of consumption in both current and prospect term must be included to consideration, is it large enough to employ 'economy of scale in production' and avoid 'replicated sunk cost'? On the distributional concern, how many prospect producers would come into the industry when we open the generating section to compete? how clustered or disperse is production and is it match with pattern of consumption?

When we set the issue as 'to privatise or not', it is possible to have a misleading conclusion which favor the point. Rather, if we set the issue 'can we improve the situation?', the choice of action would be broaden including privatisation, reform in regulation scheme or even import.

In my opinion with limited informatino, if the size of electricity consumption is expected not to grow quickly, we need not to privatise because what EGAT has done so far is excellent, except the arguable issue of pricing. We can find other options to improve or prepare for future situation.

My personal view on some theories : GE & GR

'To compare economics and physics, General Equilibrium Theory founded by Arrow and Debreu is like the General Relativity Theory created by Einstein'

This is my personal view of the most profounding theory in economics. Why do I say this?
Both theories are aimed at explaining the 'broad view' of the object of study.
--GE explains the phenomenon of economic activities in general in the sense that every activity rooted from fundamental assumptions is linked by mediating mechanism, 'price system.'
--Relativity explains the phenomenon of physical things in general in the sense that every thing rooted from fundamental assumption is relatively connected to others in there existence, 'no abosolute object'

Both are standing on 'Relativity' of everything in the system.
--GE explains the link of decision of each unit of decision by relative prices.
--Relativity explains the link of decision by speed of light and force/energy.

Both are employing very fundamentally crucial, now disputably challenged, assumptions.
--GE stands on rational behavior of agents, challenged by bounded rationality, absent-minded player and the likes
--Relativity stands on constant speed of light, challenged by VSL Variable Speed of Light Theorem, or its nick name 'very silly theorem'.

Boths have laid down the stone ground of other theories for generations. They give the first clear step to perceive the world and to study or to deal with the world to their branchs.

Boths are the things that have proven that human being can think and have been striving to understand the world.
